1. OBTAINING INFORMATION UNDER THE FREEDOM OF INFORMATION ACT (FOIA)

2. ABOUT THE PROGRAM
Everyone who buys a HUD/FHA home is required to purchase MMI( Mutual Mortgage Insurance) or MIP (Mortgage Insurance Premium) on their home loan. This insurance serves two purposes:
(1) It enables the homeowner to borrow money with less of a down payment.
(2) It guarantees the lender that if the homeowner defaults on the loan, the Federal government (HUD/FHA) will step in and pay for it. This has helped millions of people to buy homes who would not have qualified otherwise.
3. HERE IS THE CATCH
When homeowners repay their loan, they are entitled to a refund on their MMI or MIP insurance policy. But, when these people paid off their loan, they forgot to call HUD/FHA and ask for their refund.
